In order to promote ocean education nationwide and encourage local governments to showcase their distinctive achievements in integrating ocean literacy into education, the Ministry of Education commissioned the Taiwan Marine Education Center at National Taiwan Ocean University to organize the "Evaluation of Achievements in Promoting Ocean Education for the 2022 Academic Year" awards. This initiative aims to provide a platform for mutual observation, exchange, learning, and application among cities and counties. The winning cities and counties were publicly recognized during the closing ceremony of the "Year 2023 National Ocean Education Achievement Exhibition and Teacher Training Conference," held on August 18th. In this year's evaluation, New Taipei City, Tainan City, and Keelung City were awarded the highest honors, followed by Taipei City, Kaohsiung City, Pingtung County, Hsinchu City, and Penghu County, which received honorable mentions. Additionally, awards were presented to Taipei City, Nantou County, and Yunlin County for their innovative efforts, known as the "Ocean Spirit Award."

Director of the Taiwan Marine Education Center, Prof. Chang Cheng-Chieh (張正杰), stated that the evaluation process included three major categories: "Online Platforms," "Written Achievements," and "City and County Promotion and Educational Achievement Displays." The "Online Platforms" and "Written Achievements" categories involved assessments by five expert judges each, while the "City and County Promotion and Educational Achievement Displays" category took place from August 16th to 18th. During this period, representatives from local governments introduced their unique approaches to promoting ocean education to another panel of five judges at Taipei Municipal Changan Elementary School. The conference served as an excellent opportunity for schools, teaching teams, and ocean education enthusiasts from various cities and counties to exchange ideas and knowledge.

New Taipei City, the recipient of the highest honor, impressed the judges with their "Youth Companion Travels" program (Provisional Translation from 青春小伴旅), which connected various locations and introduced new outdoor learning routes like the Xindian-Wulai Line and Ruifang-Gongliao Line. Through interactive gaming experiences, they made the activities engaging and appealing to participants. Tainan City, with a vision of fostering an affinity for the ocean and aligning with international standards, continued to develop ocean-themed courses such as "Good Fish, Slow Food, Ocean Sustainability," which provided materials for non-coastal schools to promote ocean-related curriculum materials and foster the growth of professional teacher communities. Keelung City, building on its excellent performance in recent years, integrated digital technology into ocean education by organizing the "2023 Ocean Education Creative Young Anchors - Reports on Ocean-Related Professions" competition, demonstrating creativity and deep collaboration with local resources through field visits and coastal activities to help students better understand their local characteristics.

Furthermore, the "Ocean Spirit Award" was introduced this year to encourage cities and counties to actively innovate and collaborate across domains. Taipei City developed the "Metaverse Web VR Tamsui River Course," utilizing its digital advantages to continue promoting the Ocean Angels Program, allowing special education students to participate in ocean education activities. Nantou County showcased outstanding achievements by successfully integrating outdoor education and ocean education while forming deep connections with local communities and industries. Yunlin County formed a strategic alliance, collaborating with various internal and external units and civil organizations. This collaboration included jointly developing ocean x technology courses with National Formosa University, as well as cooperating with local fishery associations on the "雲林鯛民" (Yunlin Tilapia Citizen) curriculum, allowing students to understand local industry ecology.

Through this awards exhibition, the Taiwan Marine Education Center aims to encourage cities and counties to showcase their achievements in promoting ocean literacy and further emphasize the importance of ocean education. It is hoped that this event will draw more attention to ocean education and contribute to the ongoing wave of sustainable education.
